This build recreates version 1.4.22, so its meta is the M1 era meta: old kits, old numbers, old item builds. Heroes that are balanced today were monsters then, and some modern staples did not exist yet. Since every hero is unlocked, you can play the 2019 meta exactly as it was. Here is how the power rankings shook out.
S tier: the era definers
Esmeralda was the queen of 2019, a tank mage whose shields made her nearly unkillable in the right hands. X.Borg arrived in August and instantly warped the game with his true damage and armor mechanic. Harith was the burst mage everyone feared, and Granger was the marksman who could delete a backline before fights started. These four were first pick or first ban material. A tier: elite and reliable
Ling, the late 2019 assassin, owned the walls and the highlight reels. Wanwan punished teams that could not break her weakness points. Khufra and Grock locked down the frontline, Kaja picked off anyone out of position, and Lunox melted tanks with her light and dark combo. Guinevere, Leomord, and Thamuz rounded out a deep fighter pool.
B tier: strong in the right hands
Chou, Hayabusa, Gusion, and Fanny were the skill cap assassins: terrifying with mastery, mediocre without it. Claude, Kimmy, and Bruno were solid marksman options behind Granger. Akai, Minotaur, and Lolita gave tanks more answers, while Kagura, Eudora, and Aurora kept mages deep.

Counter picks and draft tips
Knowing the tier list is only half the draft. Esmeralda dominated 2019, but Kaja and Chou could lock her down before her shields spiraled. Harith deleted backlines, yet a well timed Khufra bounce ruined his dashes. Since every hero is unlocked, you can practice both sides of every matchup instead of theorycrafting them.
In draft, prioritize the S tier heroes first, then fill around them. If the enemy first picks Esmeralda, answer with crowd control, not damage. If they take Granger, dive him early before he scales. The 2019 meta rewarded teams that drafted answers over teams that drafted comfort picks, and the bots in ranked will not punish you for experimenting with counters.
